Non-English support

One of the oldest requests that has no details is for Non-English support.

I only speak English and have never made multi-lingual applications and don't know what it involves. I assume that Windows handles a lot concerning character sets, but how much is needed after that? If people can help me develop a list of what is needed, maybe we can start doing a few pieces at least.

Here are the questions/issues I imagine:

1. Does MySQL character sets need to be changed? Do we need to modify install/upgrade scripts to be compatible?
2. Do we need to write multiple versions of the whole wiki, or is there some translation tech available for that?
3. Is translation of like label fields handled with a master .NET setting or does it require custom code on every field?
4. Does Windows speech recognition work for you in your language?
etc...

I know we have some foreign users, if any of you would like native language support and have any information or are willing to help test this, please let me know. I would love for OSA to be used globally.
