Thanks Brian that did the trick. The Z-wave plugin is working!

However I should mention for anyone else with the same problem that the version for 64-bit architecture is here instead.

Try starting the Jabber plugin. It is another plugin that has a dependant DLL. Yes I've got the same error as MindMusic on that (see OSEA Service Log further down) .... I've noticed that in the OSA manager, none of the plugins say "Started"... only "Starting" Also same with me. Do your plugins like...
